Jarrod Bitter with Tim Rocka

Carthage ISD is excited to welcome Tim Rocka, Ph.D. as the new deputy superintendent. Dr. Rocka will join the district’s leadership team in mid-January.

“Dr. Rocka’s experience of over 30 years in Texas public schools is a tremendous addition to our team here at Carthage ISD,” said Superintendent Jarrod Bitter. “We are thrilled to add someone with his expertise and reputation to serve CISD students, faculty and staff.”

“I am honored to be joining the team at Carthage ISD,” said Rocka. “My wife, Kim, and I moved here earlier this year, and we have already felt so welcomed by the friendly people in this Bulldog community.”

Dr. Rocka earned a Bachelor of Science in 1989 and a Master of Science in 1993, both from Stephen F. Austin State University. He then earned his doctorate from Texas A&M University in 2003.

Rocka began his career in education in January 1990 as an agricultural science and technology teacher in Jacksonville ISD. His experience in the classroom is followed by a lengthy career in leadership roles in East Texas as well as Brenham ISD, Cypress-Fairbanks ISD, and Bryan ISD. He served as the CTE director in Palestine and Jacksonville ISDs, and is currently serving in this role at Whitehouse ISD. He has led both human resources and business/finance departments at the district level,  and served in Deputy and Interim Superintendent roles in Bryan ISD before returning to East Texas. In addition to his K-12 experience, Dr. Rocka spent time as a vocational rehabilitation counselor for the Texas Workforce Commission as well as several years as an adjunct professor in higher education at Sam Houston State University in the educational leadership program. He is currently serving in an adjunct professor position at Stephen F. Austin State University in the agriculture program.

Dr. Rocka has been married to his wife Kim  for 32 years. Together, they have three adult children, Courtney, Colten and Caylee. Kim also serves as the coordinator of elementary instruction for Carthage ISD.
